John Carter specializes in project management, planning, procedures, and facilitation with an emphasis in healthcare and public health. John is a Medicolegal Death Investigator for the Polk County Medical Examiner's Office in Des Moines, IA. He previously served as the Hospital Preparedness Coordinator for the Iowa Department of Public Health, and has experience as a Registered Nurse in a Level One trauma center. John has earned undergraduate degrees in Nursing and Sociology/Criminology, a Master's of Public Administration degree, and is a Board Certified Medicolegal Death Investigator.
Jon Davis has over 23 years of experience in operations, exercise, training, and communications. Jon is the Emergency Preparedness Coordinator for the Des Moines Public School system. Jon is the former Deputy Director for the Polk County (IA) Emergency Management Agency, where he was responsible for maintaining all plans related to mitigation, preparedness, response, and recovery. Jon’s experience includes Senior Public Safety Dispatcher and Homeland Security Training and Operations Coordinator positions with the Des Moines, IA Police Department. Jon has served as a Communications Unit Leader for the FEMA Urban Search and Rescue Incident Support Team and Nebraska Task Force One. Jon has also successfully completed the FEMA Master Exercise Practitioner Program.
Douglas Rierson has over 25 years of experience in professional EMS and firefighting on a United States Department of Energy facility and has been a Battalion Chief at the Nevada National Security Site Fire and Rescue Department for 15 years. He is responsible for the fire and emergency medical services emergency plans for the department and has served as Chief Controller and Chief Evaluator for dozens of exercises involving hazardous materials and nuclear materials incidents. Douglas is a Paramedic, EMS Instructor, and Hazmat Technician and is a graduate of the FEMA Executive Academy.
Dennis McGowan is considered to be one of the foremost experts in the United States for Mass Fatality Planning and Response. Dennis has over 30 years of fatality and mass fatality management experience with a focus on disaster mitigation planning, training, and response. He was responsible for coordinating the mass fatalities response plans for the 1996 Olympic Games in Atlanta and the re dedication of the Statue of Liberty in New Jersey. Dennis has responded to mass fatalities incidents including Egypt Air (1999), the World Trade Center attacks, American Air 587 in 2001. Dennis has worked extensively in public/private partnership planning initiatives. Dennis holds a Bachelor’s Degree of Arts in Humanities, a Master of Arts in Public Policy, and is a Certified Public Manager.
Lowell Ezersky has over 30 years of experience in Emergency Management. He recently retired from the U.S. Department of Homeland Security (FEMA), where he developed and instructed the Master Exercise Practitioner (MEP) title certificate program for the Emergency Management Institute. He has provided MEP and other exercise training to international audiences, including Canada, Turkey, Greece, and India. He has served as a Chief Exercise Controller/Evaluator in the Integrated Emergency Management Courses (IEMCs) conducted for local, State, and Federal jurisdictions in preparation for Planned/Special Events, such as World Cup Soccer, Winter/Summer Olympics, Super Bowls, and the Intelligence Community. He has designed, conducted, and evaluated over 250 Functional exercises for communities and special districts such as airports and utilities throughout the United States. Lowell holds a Bachelor of Arts degree in History and a Master of Arts degree in Education.
